Initil setup of the web site in 4.7  Get this working with a numberof the modules turned off, and using a more generic theme.  

This is just an initial test to see if we can get the web stie running.  This went pretty well after a few false starts.  The initial problems mostly revolved around a lot of CSOD'isms - the modules are in strange places in the file system, so we needed to rewrite all the paths to the core modules to get the site to actually come up.  Once the databse was cleaned up some, this all got easier.
